Purpose of report

 

To consider the Council’s final Air Quality Supplementary Planning Document for adoption, following a period of public consultation.

1.1      To note the responses to the consultation on the Air Quality Supplementary Planning Document (Appendix 1 to the report)

 

1.2      To adopt the final Air Quality Supplementary Planning Document as set     out in Appendix 2 to the report.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy, which requested that Members consider the Council’s final Air Quality Supplementary Planning Document (SPD) for adoption, following a period of public consultation.

 

In introducing the report, the Senior Planning Policy Officer advised the Committee that eight responses had been received during the public consultation which had identified Air Quality as an important local health concern.

 

In response to Members’ questions regarding existing Air Quality guidance, the Senior Planning Policy Officer advised that the Council did not currently have any detailed guidance documents on Air Quality. The SPD was intended to guide developers when considering Air Quality issues in development proposals.

(1)  That the responses to the consultation on the Air Quality Supplementary Planning Document be noted.

 

(2)  That, having given due consideration, the final Air Quality Supplementary Planning Document (annex to the Minutes as set out in the Minute Book) be adopted.

To consider and agree the latest Housing Land Availability Study 2019 for use in Development Management decisions.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy, which requested that Members consider and agree the latest Housing Land Availability Study 2019 for use in Development Management decisions.

 

The Planning Policy and Conservation Manager advised the Committee that the Housing Land Availability Study was undertaken annually, and that the survey was required to identify a supply of land across the District capable of providing a minimum of five years’ worth of housing.

 

In response to questions from the Committee regarding ongoing collaborative work with neighbouring authorities, the Assistant Director – Planning and Economy explained that South Northamptonshire Council had a legal duty to work with colleagues at Daventry District Council and Northampton Borough Council in order to ensure that local housing needs continued to be met, and that this work was set out in the West Northamptonshire Joint Core Strategy.

Report of the Assistant Director – Planning and Economy

 

Purpose of report

 

To provide an update on Neighbourhood Planning Activity within South Northamptonshire in accordance with paragraph 4.2 of the agreed ‘Neighbourhood Planning Scheme of Delegation’.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy, which provided an update on Neighbourhood Planning Activity within South Northamptonshire in accordance with paragraph 4.2 of the agreed Neighbourhood Planning Scheme of Delegation.

 

The Senior Planning Policy Officer advised the Committee that the Council had continued to provide organisational, administrative and financial support for areas that had chosen to participate in the Neighbourhood Plan process, and that the Council’s support for these activities had been welcomed by local communities.  

 

In response to questions from the Committee regarding the vacant post for a Neighbourhood Planning Officer, the Assistant Director – Planning and Economy advised that this vacancy had been filled by moving existing resources across from Development Management.

 

Recommendations

 

(1)  That the Neighbourhood Plan Update Report, in accordance with the agreed Neighbourhood Planning Scheme of Delegation, be noted.

To consider modifications that are proposed to the South Northamptonshire Local Plan Part 2.

1.2       To agree to a six-week period of public consultation on the proposed          Plan Modifications in accordance with the Council’s adopted Statement    of Community Involvement.

The Committee considered a report from the Assistant Director – Planning and Economy, which requested that Members consider the modifications that were proposed to the South Northamptonshire Local Plan Part 2.

 

The Planning Policy and Conservation Manager explained that following the Local Plan hearings in June 2019, constructive dialogue had continued with the Planning Inspector in order to ensure the soundness of the Plan, and that a six-week period of public consultation was recommended on the proposed Plan Modifications in accordance with the Council’s adopted Statement of Community Involvement.

 

In response to Members’ questions regarding the review of the West Northamptonshire Joint Core Strategy, the Planning Policy and Conservation Manager advised that the Issues Consultation had commenced on the emerging West Northants Strategic Plan on 5 August and would run until 11 October.

 

In response to further questions from the Committee regarding potential impacts on the Local Plan posed by the Oxford, Milton Keynes and Cambridge Arc, the Assistant Director – Planning and Economy advised that housing allocations within the arc were still unknown therefore any future effects on the Local Plan could not be quantified.

Purpose of report

 

To consider the draft Local Development Order at Appendix 1

 

Recommendations

             

The meeting is recommended to:

 

 1.1        Consider the draft Local Development Order at Appendix 1, including any changes that may be necessary;

 

1.2         Delegate to the Assistant Director Planning & Economy to make any such changes as are considered to be necessary; and

 

1.3         Delegate to the Assistant Director Planning & Economy to publish the draft (as amended) Local Development Order for a six week period of public consultation.

The Committee considered a report from the Assistant Director – Planning and Economy, which requested that Members consider the draft Local Development Order.

 

The Assistant Director – Planning and Economy advised the Committee that the Local Development Order had been devised to allow greater flexibility for homeowners who wished to carry out selected forms of development, without the need to apply for planning permission. It was proposed that the Order would be subject to a six week period of consultation, and if subsequently adopted its operation would be reviewed after a period of twelve months.  

 

In considering the report, Members commented on the importance of maximising adequate consultation between applicants intending to carry out the selected forms of development permitted by the Order, and their neighbouring residents. The Assistant Director – Planning and Economy advised that the Order would not override existing legislation and that normal planning enforcement protocols would continue to apply.

 

In response to Members’ questions regarding whether the Local Development Order would apply to listed buildings, the Assistant Director – Planning and Economy confirmed that there were no circumstances within the provisions of the Order that permitted work on listed buildings to be undertaken.
