1.     Members of the public were permitted to film, broadcast and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.     Only those people who had registered, in line with the Committee’s speaking procedure, could address the Committee. Members of the public were requested not to call out during the Committee’s discussions on any item.

 

3.     There were no planned fire drills so if the alarm did sound, evacuation instructions would be given by officers.

The Committee considered application S/2019/0856/MAO an outline application for up to 300 dwellings and land for a new school (up to two forms-of-entry) along with open space, drainage, footpath improvements, new off-site footpath links, vehicular access and all matters reserved other than access at Land South of Grange Park, Quinton Road, Northampton for Manor Oak Homes.

 

Andrew Grey of Aichison Raffety Consultants addressed the Committee on behalf of Quinton Parish Council.

 

Peter Shellard, local resident addressed the Committee in objection to the application.

 

Geoff Armstrong, Agent for the application addressed the Committee in support of the application.

 

Councillor Andrew Grant address the Committee as local ward member.

 

Councillor Robert Atkinson addressed the Committee as neighbouring local ward member as the neighbouring ward had been consulted on the application.

 

It was proposed by Councillor Phil Bignell and seconded by Councillor Karen Cooper that a site visit take place to understand the isolation of the site and local traffic problems. On being put to the vote, the proposal was lost, and the motion subsequently fell.

 

It was proposed by Councillor Steven Hollowell and seconded by Councillor Martin Johns that application S/2019/0856/MAO be refused contrary to officer recommendations for the following reasons:

 

That South Northamptonshire Council, having a 5 year supply of housing and having met its rural housing needs until 2029 and that the land subject to Planning Application S/2019/0856/MAO lies in open countryside and outside the Northampton Related Development Area (NRDA), consent should be refused for the following reasons:

 

1.       West Northamptonshire Joint Core Strategy (WNJCS – Part 1 local plan) Policy S1 D) 2) [in that the proposal does not shorten journeys or facilitates access to jobs or services.]

[in that in para. 4.63, Objective 3 – the need to reduce the need to travel and make sustainable travel a priority is not met because it doesn’t maximise alternative modes of transport – especially public transport, doesn’t combat congestion but adds to it, does nothing to reduce carbon emissions or address social exclusion for those without a car.]

[in that para. 4.63, Objective 11 – housing to be limited to sustainable locations and only with limited development in the rural areas to provide for local need and to support local services is not met.]

Resolved

 

(1)      That authority be delegated to the Assistant Director for Planning and Economy to grant permission for application S/2019/1793/MAO subject to:

 

a)       Receipt of satisfactory amended drainage details and no objection from Northampton County Council and Buckingham County Council lead local flood authority and;

          b)       Receipt of satisfactory amended plans for zone LS1 and;

c)       The Deed of Variation under Section 106 of the Town and Country Planning Act 1990 as substituted by the Planning and Compensation Act 1991, to secure the following (and any amendments as deemed necessary):

 

i)        MEPC and BRDC to not develop the Arc Land pursuant to the original outline planning permission (as varied).

ii)        MEPC’s obligations in the original section 106 are applicable to zones LS1, LS2 and LS3.

iii)       The use and amount of floorspace that is developed on zones LS1, LS2 and LS3 (i.e. the precise use and amount that is subsequently approved by reserved matters applications) will be deducted from the original outline planning permission (as varied).

iiii)      The social hub to be delivered (wording to be agreed).

 

e)       the following conditions (and any amendments to those conditions as deemed necessary):

 

CONDITIONS

 

TIME LIMITS AND GENERAL IMPLEMENTATION CONDITIONS

 

1.       Application for approval of reserved matters for each part of the development shall be made to the Local Planning Authority before 12 May 2029 (the same expiration date as outline permission S/2019/0443/EIA).  Each part of the development hereby permitted shall be begun before the expiration of 3 years from the date of approval of the final reserved matter in respect of that part.

         

          Reason: To comply with the provisions of Sections 73 and Section 92 of the Town and Country Planning Act 1990, as amended by Section 51 of the Planning and Compulsory Purchase Act 2004, and Article 5(1) of the Town and Country Planning (Development Management Procedure) (England) Order 2015 (as amended). To align with application S/2019/0443/EIA due to the land swap involved within this application and secured through the linking S106.

Resolved

 

(1)      That application S/2019/2054/OUT be refused for the following reason:

 

1.       By reason of the sub-standard nature of the access (narrow, lack of vehicle and pedestrian visibility, no passing places, conflict with pedestrians using the right of way) together with the level of proposed housing, would give rise to serious highway safety issues, including dangerous manoeuvres, placing both pedestrians and other highway users at serious risk. Furthermore, the lack of certainty on how construction traffic can adequately access the site, along with delivery vehicles post development, without also causing an adverse impact on highway safety, along with the safety of neighbouring properties during construction, further exacerbates the concern that the access serving the development is not suitable.  The development is therefore contrary to Policies G3 of the South Northamptonshire Local Plan 1997, Policy SS2 of the Emerging South Northamptonshire Local Plan Part 2 and the National Planning Policy Framework.
