The Chairman made the following announcements:

 

1.     Members of the public were permitted to film, broadcast and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.     Only those people who had registered, in line with the Committee’s speaking procedure, could address the Committee. Members of the public were requested not to call out during the Committee’s discussions on any item.

 

3.     There were no planned fire drills so if the alarm did sound, evacuation instructions would be given by officers. 

 

4.     Could Mobile Phones please be switched off.

The Committee considered application S/2019/0518/FUL for the demolition of an existing barn (with planning permission for residential development); light aircraft hangar; greenhouse and extensions to existing residential property and the construction of a new detached two storey dwelling and making good of existing property at Buttermilk Hall Farm 60 Stoke Road Blisworth NN7 3DB for Mr & Mrs Amies.

 

In reaching their decision, the committee considered the officers’ report and presentation.

 

Resolved

 

That authority be delegated to the Assistant Director for Planning and Economy to grant permission for application S/2019/0518/FUL, subject to:

 

i.                 no objection from the Local Highway Authority

 

ii.                an additional condition relating to implementation of the farmhouse works

 

iii.              the conditions set out below (and any amendments to those Conditions as deemed necessary).

 

Time Limit

 

1.          The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

 

Reason : To comply with the provisions of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

3.     No development shall take place until details of all finished floor levels of the new dwelling in relation to existing farmhouse have been submitted to and approved in writing by the Local Planning Authority. The development hereby permitted shall be constructed in accordance with the approved levels.

       

        Reason : In order to safeguard the visual amenities of the area in accordance with advice within Section 12 of the National Planning Policy Framework. This information is required prior to commencement of the development as it is fundamental to the acceptability of the scheme.

         Protection of Trees

 

3.     No development shall take place until the existing trees to be retained to the east and north of the site have been protected in the following manner unless otherwise previously agreed in writing by the Local Planning Authority; 

        a) Protective barriers shall be erected around the tree(s) to a distance not less than a radius of 12 times the trunk diameter when measured at 1.5m above natural ground level (on the highest side) for single stemmed trees and for multi-stemmed trees 10 times the trunk diameter just above the root flare.

        b )The barriers shall comply with the specification set out in British Standard BS5837:2012 ‘Trees in Relation to Construction – Recommendations’ that is steel mesh panels at least 2.3m tall securely fixed to a scaffold pole framework with the uprights driven into the ground a minimum of 0.6m depth and braced with additional scaffold poles between the barrier and the tree[s] at a minimum spacing of 3m.

Flood Risk

 

3.       The development permitted by this planning permission shall only be carried out in accordance with the approved FRA dated 5 December 2011, reference X112477 revision P2, compiled by AKS Ward, and the following mitigation measures detailed within the FRA:

 

1.     Limiting the surface water run-off generated by the 30-year critical storm so that it will not exceed the agreed QBAR rate of run-off from the undeveloped site of 4.1 litres per second, and limiting the surface water runoff generated by the 100-year plus climate change critical storm so that it will not exceed the agreed rate of run-off from the undeveloped site of 9.8 litres per second, and overall not increase the risk of flooding off-site.

 

2.     Provision of compensatory flood storage on / or in the vicinity of the site to a 100-year standard, as indicated in section 3.12 of the FRA;

 

3.     Flood-resilience measures detailed in section 3.13 of the FRA, within the proposed development.

 

4.  Finished floor levels are set no lower than 88.150 metres above Ordnance Datum (AOD).

 

Reason: To prevent flooding by ensuring the satisfactory storage of/disposal of surface water from the site.  To prevent flooding elsewhere by ensuring that compensatory storage of flood water is provided.  To reduce the impact of flooding on the proposed development and future occupants.
