Purpose of report

 

This report summarises the Councils Finance monitoring position as at the end of November 2018.

The Committee considered a report from the Assistant Director – Finance, Procurement and Property (S151 Officer) which summarised the Council’s Finance Monitoring Position at the end of November 2018.

 

The Assistant Director – Finance, Procurement and Property advised the Committee that an overspend of £225k was currently forecast, however the Council was also reporting a Capital Programme underspend of £4,834k.

               

In response to questions from Members regarding planning income, the Assistant Director – Finance, Procurement and Property advised that this was still lower than budgeted, however there were earmarked reserves available to assist with managing the shortfall.

 

With regard to spending on interim members of staff, and in response to questions from the Committee, the Assistant Director – Finance, Procurement and Property agreed to incorporate spending figures into future monthly reports.

Business Plan 2019/20 and Medium Term Financial Strategy 2019/20 - 2023/24 pdf icon PDF 678 KB

Report of Assistant Director Finance, Procurement and Property (S151 Officer)

 

Purpose of report

 

The Business Plan and Summary Medium Term Financial Strategy are presented as an integrated report. This demonstrates the Councils strategic approach to aligning its resource to the delivery of Councils Priorities.

 

This report provides members with an update on the Business Plan 2019/20 and the Council’s Summary Medium Term Financial Strategy (MTFS) for 2019/20 to 2023/24 prior to the final MTFS being presented during February 2019.    

 

Recommendations

 

The meeting is recommended:

 

1.1.       To consider and recommend to Cabinet approval of the Business Plan set out in Appendix 1

 

1.2.       To note the Risk Register contained at Appendix 2

 

1.3.       To consider and recommend to Cabinet an increase in the level of Council Tax for South Northamptonshire Council of 2.99% for 2019/20

 

1.4.       To consider and recommend to Cabinet approval of the Medium Term Financial Strategy (MTFS), Revenue Budget 2019/20 and Capital Programme including recommending the growth and savings proposals included at Appendix 9

 

1.5.       To consider and recommend to Cabinet to confirm the minimum level of General Fund reserves of £1.8m

 

1.6.       To consider and recommend to Cabinet that authority be delegated to the Chief Finance Officer in consultation with the Portfolio Holder for Finance & Governance and Leader of the Council, and where appropriate the relevant Director and Portfolio Holder to:

·         Transfer monies to/from earmarked reserves should that become necessary during the financial year.

·         Update prudential indicators in both the Prudential Indicators Report and Treasury Management Strategy Report to Council, for any budget changes that impact on these.

 

1.7.       To consider and recommend to Cabinet that the Fees & Charges set out in Appendix 7 be approved

 

1.8.       To consider and recommend to Cabinet that the Treasury Management Strategy be approved, including the Prudential Indicators, Minimum Revenue Provision (MRP) Policy and Affordable Borrowing Limit for 2019/20 as set out in Appendix 6.

 

1.9.       To consider and recommend to Cabinet that authority be delegated to the Chief Finance Officer to make any technical changes necessary to the papers for the Council meeting of 27February 2019, including changes to the Finance Settlement and change relating to Parish Precepts and Council Tax levels associated with those changes

Minutes:

The Committee considered a report from the Assistant Director – Finance, Procurement and Property (S151 Officer), which detailed the Business Plan 2019/20 and the Council’s Medium Term Financial Strategy (MTFS) for 2019/20 to 2023/24.

 

In introducing the report, the Assistant Director – Finance, Procurement and Property advised that the implications of the Northamptonshire Local Government reorganisation had continued to be monitored, and that risk areas continued to be highlighted and reviewed and were considered at every stage of the budget-setting process.    

 

Following questions from the Committee regarding the ‘Healthy Place Shaping’ priority on the Business Plan, the Chief Executive advised that this would be looked at again and further information regarding what it covered would be circulated to Members.

 

In response to further questions from Members regarding timing of replacement IT systems within the Finance team, the Assistant Director – Finance, Procurement and Property advised that the current contracts were scheduled to end in April 2020. As the anticipated change to a Unitary authority would require integration of existing systems, early work had started on procuring the same system currently used by the other district councils in the West Northamptonshire area, which would allow better integration as and when the change to Unitary status occurred.

(1)  That, subject to the inclusion of an additional item to be allocated to a future meeting for the Committee to receive a presentation providing an overview of the Northamptonshire County Council budget, the Committee Work Plan be noted.

Minutes:

The Committee considered its Work Plan.

 

The Committee requested that an item be scheduled for a future meeting of the Committee, regarding the structure of the Northamptonshire County Council budget, in order to understand the differences ahead of the anticipated move to a Unitary Council.
