Report of the Assistant Director: Planning and Economy

 

Purpose of report

 

To consider the Council’s formal response to the Government consultation on its recently published white paper ‘Planning for the Future’. 

Recommendations

            

The meeting is recommended:

 

1.1  To agree the Council’s formal response to the ‘Planning for the Future’ consultation.

 

1.2  To authorise the Assistant Director for Planning and Economy, in agreement with the portfolio holder for Planning to make any necessary changes to the response prior to submission and following discussion at committee.

Minutes:

The Assistant Director: Planning and Economy submitted a report to consider the Council’s formal response to the Government consultation on its recently published white paper ‘Planning for the Future’.

 

The committee discussed the report in detail and made recommendations to amend the report:

 

To ensure maximum inclusion in the planning and decision process and to avoid the risk of legal challenge the committee felt that Question 3. Should also read ‘All of the Above’ and advertisement on billboards.

 

During the discussion of Question 3 it was considered that the paragraph Question 5 iii) entitled Democratic deficit would move to be included the textual response to Question 3. With the end of the paragraph ‘and the implications of this need to be carefully considered and understood’ to be reworded to ensure the importance of involvement and consultation is emphasised.

 

The Assistant Director: Planning and Economy provided the committee with a precis of the current methods for establishing housing requirements and his understanding of the intention contained within the White Paper. The committee discussed and in summation requested that the final sentence of Question 8a was more detailed as clarification was required.

 

The Assistant Director: Planning and Economy would amend the report at Question 12 to emphasise that the Planning Inspectorate’s resources would need to be robust.

 

In considering Question 14 the committee expressed concerns with regards to land banking and that a mechanism to ensure faster build times was required.  The committee requested that the Assistant Director: Planning and Economy adapt the response to include a second suggestion which would include a recommendation for completion dates/build time to be allocated to sites, estimated at 16 weeks per house to ensure a completion date.

 

In considering the infrastructure levy at Question 22(d) the committee felt that the response should read, No - authorities should not be allowed to borrow against the infrastructure levy.

 

In considering Question 24(b) the committee felt that affordable housing had been addressed but suggested that social housing also be mentioned by the Assistant Director: Planning and Economy.

 

The committee considered that ring fencing would not allow for individual circumstances and local discretion should prevail. The response to Question 25(a) would be amended to say, No.

 

The committee requested that Andrea Leadsom be sent the councils response to the government white paper and cordially invited to a presentation by Assistant Director: Planning and Economy.
