Councillor Steven Hollowell, as a member of the Northamptonshire Archaeological Society, declared a Non-Statutory Disclosable Interest in any archaeological aspects of all items under consideration at this meeting.

Report of Assistant Director: Planning and Economy

 

Purpose of report

 

To consider the Statement of Community Involvement (SCI) for the West Northamptonshire Strategic Plan.

 

Recommendations

 

The meeting is recommended:

 

 1.1         To approve consultation on the West Northamptonshire Strategic Plan Statement of Community Involvement 2020 (“SCI”), presented at Appendix 1.

 

1.2          To authorise the Assistant Director for Planning and Economy, in agreement with the partner councils’ equivalent, to make any necessary minor changes to the SCI prior to consultation.

(1)  That subject to minor amendments, the West Northamptonshire Strategic Plan Statement of Community Involvement 2020 (annex to the Minutes as set out in the Minute Book) be approved.

 

(2)  That the Assistant Director for Planning and Economy, in agreement with the partner councils’ equivalent, be authorised to make any necessary minor changes to the Statement of Community Involvement prior to consultation.

Minutes:

The Assistant Director: Planning and Economy submitted a report to consider the West Northamptonshire Strategic Plan Statement of Community involvement (SCI) 2020.

 

In introducing the report, the Planning Policy and Conservation Manager advised members that the SCI presented to committee had been considered and endorsed by Daventry District Council strategy group.  The committee was further advised that a 6 week period of consultation would begin when the SCI had been endorsed by Northampton Borough Council a report would be presented to committee on conclusion of the consultation process.

 

The committee discussed the terminology in the report in relation to consultation with parish councils and the Planning Policy and Conservation Manager agreed to make amendments.

 

In response to questions from the committee regarding South Northants Councils joint core strategy, which had been adopted in December 2014, the Planning Policy and Conservation Manager advised that legislation and guidance dictated that the council be obliged to review local plans every 5 years the Councils had agreed to review the Joint Core Strategy.

(1)   That subject to minor amendments, the West Northamptonshire Strategic Plan Statement of Community Involvement 2020 (annex to the Minutes as set out in the Minute Book) be approved.

Purpose of report

 

To consider the assessment of Quinton which considers whether Quinton has the special architectural or historic interest necessary to justify designation of a conservation area across part or all of the settlement.

 

Recommendations

 

The meeting is recommended:

 

 1.1         That following an assessment, work to designate Quinton as a conservation area is not pursued as the village does not fulfil the criteria to justify conservation area designation.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy, which requested that Members consider the assessment of Quinton and whether Quinton had the special architectural or historic interest necessary to justify it be designated a conservation area across part or all of the settlement.

 

The Planning Policy and Conservation Manager advised Members that whilst the assessment of Quinton had followed the criteria set out by Historic England, the area did not fulfil the criteria to justify designation.

Purpose of report

 

To consider the proposed conservation area boundary for Slapton. 

 

Recommendations

 

The meeting is recommended:

 

 1.1         To agree the proposed conservation area boundary (presented at Appendix 1) for Slapton as the basis for progressing work on a draft Conservation Area Appraisal and Management Plan for Slapton.

 

1.2          To agree to the consultation on that boundary and, when finalised, the draft Slapton Conservation Area Appraisal and Management Plan.

The Assistant Director: Planning and Economy submitted a report for members to consider the proposed conservation area boundary, appraisal and management plan for Slapton.

 

In introducing the report, the Planning Policy and Conservation Manager advised that Officers had been working to develop and refine the boundary as laid out in the report.

(1)   That the proposed conservation area boundary including the Addendum (Appendix 1) for Slapton as the basis for progressing work on a draft Conservation Area Appraisal and Management Plan be agreed.

 

(2)   That the consultation on that boundary and, when finalised, the draft Slapton Conservation Area Appraisal and Management Plan be agreed.

Minutes:

The Planning Policy and Conservation Manager presented the Committee Work Plan to members.

 

The committee noted the absence of a forum for which to discuss the Government’s White Paper.  The Planning Policy and Conservation Manager advised that members had an opportunity to receive a briefing on the White Paper on 29 September 2020.  After further deliberation the Committee requested a special meeting of Planning Policy and Regeneration Strategy Committee be arranged and the White Paper be discussed.
