Purpose of report

To consider and agree the latest Housing Land Availability Study 2020 for use in Development Management decisions.

Minutes:

The Assistant Director – Planning and Economy submitted a report to consider and agree the latest Housing Land Availability Study 2020 for use in Development Management decisions.

 

In introducing the report, the Senior Planning Officer advised members that to comply with the national planning policy framework South Northamptonshire Council was required to identify a supply of specific deliverable sites sufficient to provide a minimum 5 years’ worth of housing through the annual publication of its Housing Land Availability Study.  As set out in the study, the council considered that it could demonstrate a robust Five Year Supply of Housing Land.

 

In response to questions from Members regarding the West Northamptonshire Joint Core Strategy and how it related to the national approach the Senior Planning Officer advised that the housing need figures that had been used were set out in Part 1 of the Plan.  The Committee had endorsed the review of policies of policies at its January meeting.

Report of Assistant Director Planning & Economy

 

Purpose of report

 

To consider the optimal length of time for the Local Development Order (LDO) to be in operation, before a review is required.  

 

 

Recommendations

            

The meeting is recommended:

 

1.1      To recommend to Full Council that the Local Development Order, if adopted, be in force until 31st March 2022

Minutes:

The Assistant Director: Planning and Economy submitted a report which sought committee approval of the length of time that the Local Development Order would be in operation for recommending that it be adopted from the date of Full Council to 31st March 2022.  The Committee’s recommendation would be referred to Council for adoption on 22 July 2020.

 

In response to questions from Members regarding any risk of adopting a 2 year approach the Assistant Director: Planning and Economy advised members that the Local Development Order process had been made as robust and low risk as possible.

(1)     That Full Council be recommended to agree that the Local Development Order, be adopted, and remain in force until 31 March 2022

Report of the Assistant Director – Planning and Economy

 

Purpose of report

 

To provide an update on Neighbourhood Planning Activity within South Northamptonshire in accordance with paragraph 4.2 of the Council’s adopted ‘Neighbourhood Planning Scheme of Delegation’.

1.1      To note the Neighbourhood Plan Update Report (Appendix 1) in accordance with the agreed Neighbourhood Planning Scheme ofDelegation.

Minutes:

The Assistant Director – Planning and Economy submitted a report for Committee which provided an update on Neighbourhood Planning Activity within South Northamptonshire in accordance with paragraph 4.2 of the agreed Neighbourhood Planning Scheme of Delegation.

 

In introducing the report, the Planning Policy and Growth Strategy Manager advised that good progress had been made on neighbourhood plans. The Ashton Neighbourhood Plan was currently at the examination phase, with the second element of consultation concluding on 17 July 2020. Progress was also being made on the Hackleton, Silverstone, Nether Heyford and Middleton Cheney Neighbourhood Plans. 

 

The committee was advised that Government guidance in light of Covid 19 pandemic was that work should continue on plans. Any referendum due to take place between 16 March 2020 and 5 May 2021 would be postponed until 6 May 2021 but if a local planning authority had issued a decision statement detailing its intention to send a neighbourhood plan to referendum, prior to 6 May 2021, the plan could be given ‘significant weight’ in the development management process. 

 

The Planning Policy and Growth Strategy Management advised the Committee that the Non Designated Heritage Assets criteria that has been adopted at the Committee’s May meeting had been added to the website and neighbourhood planning groups advised.

Purpose of Report

 

To consider the Council’s updated Statement of Community Involvement (SCI) following a review undertaken in response to the COVID-19 pandemic.

 

Recommendations

Minutes:

The Assistant Director Planning and Economy submitted a report for the Committee to consider the council’s updates Statement of Community Involvement (SCI) following a review undertaken in response to the Covid 19 pandemic.

 

In introducing the report, the Planning Policy and Growth Strategy Manager explained that the alteration to the Statement of Community Involvement addressed how the Council would consult and engage with people whilst complying with the government restrictions during the Covid 19 situation.
