Report of the Assistant Director: Planning and Economy

 

Purpose of report

To provide an update on Neighbourhood Planning Activity within South Northamptonshire in accordance with paragraph 4.2 of the Council’s adopted ‘Neighbourhood Planning Scheme of Delegation’.

1.1  To note the Neighbourhood Plan Update Report (Appendix 1) in accordance with the agreed Neighbourhood Planning Scheme of Delegation.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy which provided an update on Neighbourhood Planning Activity within South Northamptonshire in accordance with Paragraph 4.2 of the Council’s adopted Neighbourhood Planning Scheme of Delegation.

 

In presenting the report, the Planning Policy and Conservation Manager advised that there were a total of 14 designated Neighbourhood Areas in South Northamptonshire of which three, Harpole, Kislingbury and Roade had ‘made’ plans.

 

The Planning Policy and Conservation Manager added that in response to the Covid-19 pandemic, the Government had made a number of changes to Neighbourhood Planning Legislation to allow for local planning authorities to continue to undertake public engagement activities in a Covid-secure way.

(1)  That, in accordance with the agreed Neighbourhood Planning Scheme of Delegation, the Neighbourhood Planning Update Report be noted.

Purpose of Report

 

For Members to consider the Deanshanger Village Design Statement and determine whether they wish to recommend it for public consultation.

Minutes:

The Assistant Director – Planning and Economy submitted a report which presented the Deanshanger Village Design Statement and requested that Members consider whether they wished to recommend it for public consultation.

 

In introducing the report, the Planning Policy and Conservation Manager explained that the statement had been produced by the Deanshanger Village Design Group, set up by the Parish Council and formed of volunteers who responded to an invitation in the Parish Newsletter.

 

In response to questions from Members, the Planning Policy and Conservation Manager explained that the contents of the document had been reviewed by the Council’s Planning Policy Team, who considered the document to conform with the Development Plan, Design Guide, and national planning policy and guidance.

 

Members of the Committee commended the work undertaken by the volunteers of the Deanshanger Village Design Group in order to produce the document.

Purpose of report

 

For Members to consider the schedule of supplementary planning documents and consider whether they wish to endorse their revocation.

1.1  To approve the revocation of the 24 supplementary planning documents listed in Tables 1 and 2.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy which requested that Members consider the schedule of Supplementary Planning Documents (SPDs) for revocation.

 

The Planning Policy and Conservation Manager explained that in accordance with Regulation 15(2) of the Town and Country Planning (Local Planning) (England) Regulations 2012, the Council sought to formally revoke 21 obsolete Supplementary Planning Guidance’s (SPG) and 3 Supplementary Planning Documents (SPD) currently in force in South Northamptonshire. The SPG’s and SPD’s proposed for revocation were all adopted between 1994 and 2011, and their content was largely based on the now-replaced 1997 South Northamptonshire Local Plan.

 

In response to questions from the Committee, the Planning Policy and Conservation Manager advised that revoking the obsolete SPG’s and SPD’s would avoid confusion and make it easier for interested parties to access relevant information when seeking planning policy advice and in submitting planning applications.
