Report of the Assistant Director – Planning and Economy

 

Purpose of Report

 

To consider the Council’s updated Statement of Community Involvement (SCI) following a review undertaken as required by Section 23 of the Neighbourhood Planning Act 2017 and a six week period of public consultation.

 

Recommendations

 

1.1  To note the responses to the consultation on the revised SCI (Appendix A)

 

1.2 To adopt the revised SCI (Appendix B)

(2)  That, having given due consideration, the revised Statement of Community Involvement (annex to the Minutes as set out in the Minute Book) be adopted.

 

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy, which detailed the Council’s updated Statement of Community Involvement (SCI) following a review undertaken as required by Section 23 of the Neighbourhood Planning act 2017 and a six week period of public consultation.

 

In introducing the report, the Planning Policy and Conservation Manager advised the Committee that the Council’s previous Statement of Community Involvement (SCI) did not clearly state the Council’s policies with regards to proposals for the modification of Neighbourhood Plans.

 

The Planning Policy and Conservation Manager advised that, in response to the recent review into the Council’s Statement of Community Involvement (SCI), the SCI had been updated and now contained appropriate references to Neighbourhood Planning along with reference to the Council’s own Scheme of Delegation and Neighbourhood Planning Guide.

 

Resolved

 

(1)  That the responses to the consultation on the revised Statement of Community Involvement be noted.

Purpose of Report

 

For Members to consider the assessment of Whittlebury and whether Whittlebury is an area “of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance” (S69 of the Planning (Listed Buildings and Conservation Areas) Act 1990) and, therefore, justify designation as a conservation area.

 

Recommendations

 

1.1       That following the assessment, not to designate Whittlebury as a     conservation area as the village does not fulfil the criteria to justify           designation.

(1)  That following the assessment, work to designate Whittlebury as a conservation area not be pursued as the village does not fulfil the criteria to justify designation.

Minutes:

The Committee considered a report from the Assistant Director – Planning and Economy, which requested that Members consider the assessment of Whittlebury and whether Whittlebury was an area “of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance” (S69 of the Planning (Listed Buildings and Conservation Areas) Act 1990) and, therefore, justify designation as a conservation area.

 

In introducing the report, the Senior Conservation Officer advised the Committee that the assessment of Whittlebury had followed the criteria set out by Historic England, and that the Local Plan had also been taken into consideration. Members were informed that Whittlebury did not fulfil the criteria to justify designation.

 

In response to questions from Members regarding the listing of buildings in Whittlebury and the wider District, the Senior Conservation Officer advised that buildings of significant importance had been identified locally, however listings could be challenged by property owners.

Please note, that this report is to follow as the Roade Neighbourhood Plan Referendum is being held on Thursday 20 June 2019, which is after agenda publication.

(1)  That the result of the Road Neighbourhood Plan Referendum held on 20 June 2019 be noted.

 

(2)  That Full Council be recommended to ‘make’ the Roade Neighbourhood Plan.

 

(3)  That Full Council be recommended to approve the issuing and publication of a Decision Statement.

Minutes:

The Assistant Director – Planning and Economy presented a report to inform the Committee of the results of the Referendum on the Roade Neighbourhood Plan and requested the committee recommend to Full Council the ‘making’ (adoption) of the plan and the issuing and publication of a Decision Statement.
