Local Development Order

The Assistant Director Planning and Economy will give a verbal update on the Local Development Order.

(1)      That the verbal update be noted.

Minutes:

The Assistant Director Planning and Economy gave a verbal update on the status of the Local Development Order (LDO) which had been adopted by full Council on 22 July 2020.  The Committee was advised that as of 14 January 2021, no Certificate of Compliance applications had been received under the LDO.

 

The Assistant Director Planning and Economy advised  that the LDO, would be advertised in the next publication of the South Northamptonshire Council Review magazine.  Conditions of the LDO were listed on the South Northamptonshire Council website.  The LDO would be in operation until 31 March 2022 to allow for stability during the transition to the new Unitary Authority, where it could then be reviewed.

 

In response to Members’ comments, the Assistant Director Planning and Economy agreed that a Planning Agents Forum may be an option for advertising  the LDO and could be held once more information was available for Planning Agents regarding the cross over to the new Unitary Authority.

South Northamptonshire Council Business Strategy

The Assistant Director Planning and Economy will give a verbal update on the South Northamptonshire Council’s Business Strategy.

Minutes:

The Assistant Director Planning and Economy gave a verbal update on the South Northamptonshire Council Economic Strategy, and explained how an early decision was made to change the work from an Economic Strategy to a South Northamptonshire Economic Recovery Plan in response to the Coronavirus pandemic.  The drafting of the Plan had been commissioned to an expert consultant. The Economic Recovery Plan identified the key business sectors which were most important to the local economy, those which had suffered the most and those which were most at risk. Business support had been provided to all those businesses which were in need and had requested assistance.

 

The Committee was advised that vacancies in the Economic Growth team had been filled which meant there was now a broader skill set in the team. The administration of Government Grants had been delivered collaboratively between CSN, the Finance team and the Economic Growth team with good progress still being made.  Work had been co-ordinated across West Northants on an Economic Recovery Plan to aid continuity after Vesting Day.

 

In response to questions from the Committee the Assistant Director Planning and Economy advised that he did not have the precise number of furloughed staff in the South Northamptonshire area to hand, but it was available and  would be provided to the Chairman outside of the meeting.

 

Some Committee Members raised concerns about support for Business from the new Unitary Authority.  The Assistant Director Planning and Economy assured the Committee that a consistent level of service would to be provided by West Northamptonshire Council.

 

The Assistant Director Planning and Economy advised the Committee that the SNC Economic Recovery Plan was available to view on the Councils website.

 

The Committee  thanked the Economic Growth team for the work being done at this time.

Report of Assistant Director – Wellbeing

 

Purpose of Report

 

To outline the current position of health-related Section 106 contributions and the plans for service delivery and investment in health services in South Northants.

 

Recommendations

 

1.1           To note the current position of health-related Section 106 contributions in South Northants, what S106 funding to deliver healthcare infrastructure can be spent on and the Clinical Commissioning Group’s plans and working processes regarding S106 health related monies, asset management and service development.

 

1.2           To endorse the plan for future joint-working arrangements across council functions and health partners regarding investment and service delivery in the South Northants locality.

 

1.3           To support the adoption of the plan by the new West Northants authority to inform future working arrangements.

·       Paragraph 4.1  - to include the text in italics:  As a result of the work the Scrutiny Working Group has completed, South Northamptonshire Council’s Scrutiny Committee would like to make the following recommendations to the new West Northamptonshire Council for continuing and developing joint working across local authority functions   and health partners:

·       Ensure WNC continues to support the Health & Planning Programme Manager or equivalent post as this role has been instrumental in developing relationships and improving practices/procedures between Development Management Teams and health partners and that impetus needs to be maintained.

·       Facilitate and enable engagement from health partners in planning policy activities and functions to complement the good working relationships that have been established with Development Management teams to respond to planning applications.  This should include clarification that the formula for calculating health contributions is up to date and evidence based on local need. 

·       Establish a robust process for monitoring S106 contributions (both monies & land) and ensure there are appropriate resources (both staff and ICT/software) to complete comprehensive monitoring of S106 financial contributions and/or land to be used for health purposes and other important community infrastructure.

·       Establish a robust governance procedure within the monitoring process to ensure that S106 funding related to health and other important communityinfrastructure is spent in the area intended and in a timely manner.

·       Ensure there is a strategic dialogue between WNC and health partners as well as good operational working arrangements.  This dialogue could include:

-        timely communication between the planning authority and health sector regarding future site allocations and the review of the West Northants Joint Core Strategy to provide the opportunity for strategic planning of health service delivery much earlier in the planning process and ensure that future health care provision is factored into site negotiation with developers

-        improved linkages between health service provision and the full suite of council functions (those traditionally provided by borough/district councils as well as county council functions e.g. sport & physical activity, community development, housing).

Minutes:

The Assistant Director Wellbeing submitted a report which outlined the current position of health-related Section 106 contributions and plans for service delivery and investment in health services in South Northamptonshire.

 

In presenting the report the Assistant Director Wellbeing explained that the aims of the working group were to develop the relationship with the Clinical Commissioning Group (CCG), to achieve an understanding of how the governance and decision making process for investment and allocation of S106 funds was accomplished and  to develop a clear plan and recommendations for  West Northamptonshire Council.

 

The Assistant Director Wellbeing reported that there had been a lot of learning and success in pushing projects forward.  An improved joint working relationship with the CCG had been achieved and recommendations would be put to West Northamptonshire Council to continue this good joint working relationship.

 

In considering the report the Committee raised  concerns regarding various outstanding projects and that time limits on S106 funds were running out, and monies could go back to developers.

 

The Assistant Director Wellbeing explained that the role the Major Projects Manager – Development Management had taken in this process had been pivotal and thanked her for all the improvements in operational arrangements and work she had contributed to the project.  A framework would be set up to carry forward the work done and  to ensure that S106 funds were spent at the right time, in the right place and on the right things. 

 

In response to Members concerns regarding cross border co-operation, the Assistant Director Wellbeing confirmed that contacts would be sought in both Buckinghamshire and Oxfordshire Clinical Commissioning Groups to enable improvement in cross border co-operation.

 

The Committee agreed that authority should be delegated to the Assistant Director Wellbeing in consultation with the Chairman of the Scrutiny Committee, to amend the recommendations in the Section 106 Agreements relating to Health Provision report to incorporate the concerns of the Committee which had been highlighted, before being recommended to the Cabinet Business Planning Meeting.
