Chairman's Announcements

The Chairman made the following announcement:

 

1.         The next meeting of the Committee on 11 September would start at the later time of 6pm, due to an all Member briefing taking place at 4pm the same afternoon.

Service Showcase - Community Safety

At the November 2018 meeting of the Scrutiny Committee, members received a presentation / briefing which provided an overview of community safety. At that time, Members requested a further update in 6 months. The Assistant Director Wellbeing and the Community Safety Officer will be in attendance at the meeting to provide this update.

 

Dr Rachel Duncan, Strategic Director of the Northamptonshire Domestic Abuse Service will also attend the meeting to provide an overview of the service.

Minutes:

The Assistant Director: Wellbeing and the Community Safety Officer gave a presentation which provided an overview of the work undertaken by the Community Safety team.

 

The presentation summarised the legislation that underpinned the work of the team, and provided details of the work of the Community Safety Partnership that had been established with Daventry District Council.

 

Dr Rachel Duncan and Natrice Westwood from the Northamptonshire Domestic Abuse Service (NDAS) gave a presentation which provided an overview of the work of the service across South Northamptonshire and advised the Committee of the Government’s draft Domestic Abuse Bill that was currently open for consultation. The draft bill included 123 new commitments in relation to dealing with domestic abuse.

 

In response to questions from the Committee, Dr Duncan explained that the main aim of NDAS was to provide support and assistance to victims of domestic abuse. The decision regarding reporting of incidents to the Police was left to individuals.

 

The Committee thanked the officers and guests for their presentations.

Report of Assistant Director: Customers and Corporate Services and Assistant Director: Finance and Governance.

 

Purpose of report

 

This report summarises the Council’s Performance, Risk and Finance monitoring position as at the end of each month.

 

Recommendations

            

The meeting is recommended:

 

1.1      To note the monthly Performance, Risk and Finance Monitoring Report.

 

1.2    To note that the Performance, Risk and Finance Monitoring Report is considered by Cabinet on a monthly basis.

 

1.3      To review and comment on the performance update for March (Appendix 2)

Minutes:

The Committee considered a report from the Assistant Director: Customers and Corporate Services and Assistant Director: Finance and Governance regarding end of year performance for 2018/2019.

 

In introducing the report, the Assistant Director: Customers and Corporate Service explained that 29 of the 32 total measures in place had reported on target at the end of the year.

 

In response to questions from the Committee regarding the costs associated with Local Government Reform and separation from Cherwell District Council, the Chief Executive advised that additional costs would be incurred during the process but there were reserves in place that could be used if required.

 

The Committee congratulated officers on the end of year performance.

Minutes:

The Democratic and Elections Officers gave an update on the status of topics suggested for Scrutiny, and the indicative Committee Work Programme.

 

In response to questions from the Committee regarding the Silverstone Heritage Experience, the Chief Executive reported that a new contractor had been appointed and the remaining work was underway. South Northamptonshire Council would be represented on the Silverstone Heritage Experience board by Martin Henry, Executive Director: Finance, who was due to take up post in September 2019.

 

With regard to the ongoing Local Government Reform and separation from Cherwell District Council, the Chief Executive advised the Committee that a recent realignment of the management team had converted some interim members of staff to fixed term appointments. This would lead to a reduction in costs associated with interim staff.
