The Environmental Protection Manager will give an update on Air Quality in Towcester.

Minutes:

The Environmental Protection Manager submitted a briefing note and gave an update on the Air Quality in Towcester.

 

The Committee was advised that, during the closure of Watling Street for road works, as would be expected, the air quality in Towcester centre had improved.  The overall trend was that air quality had improved throughout the monitored areas.

 

In the course of the discussions, Members commented on the proposed relief road and the permanent diversion of heavy traffic from the Towcester town centre.

 

The Executive Director Resources explained that talks were underway to bring the construction of the new road forward to next year and the placement of suitable signage to divert traffic from the town centre.

 

In response to Members’ concerns that the new road would not deliver the means to take heavy traffic from Towcester town centre and when complete would not be of the correct specification to be adopted as a trunk road. The Chief Executive offered to bring a short report providing an update on the road to the next meeting of the Committee. 

 

Members thanked the Environmental Protection Manager for the update and requested a further update on Air Quality be added to the Committee’s work programme in June 2019.

 

Resolved

 

(1)          That the briefing note and presentation be noted.

 

(2)       That the Committee receive an air quality update in June 2019.

 

(3)       That the Committee receive an update, at the next meeting of the Committee, on the discussions regarding the status of the new road in Towcester.

Report of Assistant Director: Customers and Corporate Services and Assistant Director: Finance, Procurement and Property.

 

Purpose of report

 

This report summarises the Council’s Performance, Risk and Finance monitoring position as at the end of each month.

 

Recommendations

            

The meeting is recommended:

 

 1.1        To note the monthly Performance, Risk and Finance Monitoring Report.

 

1.2       To note that the Performance, Risk and Finance Monitoring Report is considered by Cabinet on a monthly basis.

 

1.3       To review and comment on the performance update for December (Appendix 2) and identify any areas for further consideration by the Cabinet.

Minutes:

The Assistant Director Customers and Corporate Services and Assistant Director: Finance, Procurement and Property submitted a report that summarised the Council’s Performance, Risk and Finance monitoring position as at December 2018.

 

In considering the report, Members commented on the risk associated with Cyber Security.  The Assistant Director: Customers and Corporate Services advised that all staff had attended Cyber Security training and this would also be rolled out to Members in due course.

 

In response to Members’ comments regarding emergency planning and resilience around Brexit, the Executive Director: Operations advised the Committee that this was being monitored by the management team with partners across the county.  Where risks had been identified, task and finish groups would be set up as necessary.

Service Delivery in light of Local Government Reorganisation

The Executive Director: Resources & Monitoring Officer will give a presentation to the Committee.

(1)          That the verbal update on Service Delivery in the light of Local Government Reorganisation be noted.

 

(2)          That further updates be given to the Committee at appropriate times.

Minutes:

The Executive Director, Resources gave a verbal update on the continuity of service delivery during Local Government reorganisation.

 

The Committee was reminded that following the ending of the Section 113 Agreement with Cherwell District Council and signing of a Collaboration Agreement, all posts in the SNC Management structure had now been filled.

 

The Joint Arrangements Steering Group was overseeing the separation from Cherwell District Council. Contingency plans were in place should any part of the separation from Cherwell District Council have to take place quicker than anticipated.  Regular meetings were held with the other West Northamptonshire Councils both at senior officer and member levels and a good relationship was being built between the councils.

 

In response to questions from Members’, the Chief Executive advised that there would continue to be briefing sessions for Members and as part of the new Unitary, there would be an extensive Member Development programme for councillors elected to the unitary.

Minutes:

The Democratic and Elections Officers updated the Committee on progress of topics raised at previous meetings.

 

The Committee was advised that the draft annual scrutiny report would be added to the work programme for April.

 

As requested by the Committee earlier in the meeting, an update on the new road for Towcester, emergency planning and business continuity would be added to the work programme. An update on Air Quality would also be added to the work programme for June 2019.
