Minutes:

Councillor Steven Hollowell declared a general Non-Statutory Disclosable Interest in all archaeological aspects of planning applications, as a member of the Northamptonshire Archaeological Society.

Councillor Lisa Samiotis, Disclosable Pecuniary Interest, as Chairman of Towcester Football Club would leave the meeting for the duration of the item.

 

Councillor Phil Bignell, Non Statutory Disclosable Interest, as he had a personal interest and would leave the meeting for the duration of the item.

Minutes:

The Chairman made the following announcements:

 

1.         The Chairman reminded Members of the remote meeting etiquette and asked all Members to ensure they complied with the protocol.           

 

2.      The Chairman explained that in light of this being a virtual meeting the arrangements for public participation had been slightly amended to facilitate the process whilst still ensuring public participation was possible. A pre-recorded address would be played, or a written statement would be read by the Chairman at the appropriate time in lieu of members of the public speaking in person during the meeting.

Minutes:

The Committee considered application S/2020/1644/EIA,  a hybrid planning application comprising of an outline application with all matters reserved for an employment park consisting of B1a, B1b, B1c, B2 and/or B8 uses, including ancillary offices (B1a), Sui Generis (selling and/or displaying motor vehicles, showrooms and petrol filling station), and/or A1 and A3 uses, service yards and HGV parking, plant, vehicular and cycle parking, earthworks and landscaping. A full planning application for a new roundabout access from the A43, internal spine road, substation, lighting infrastructure, engineering operations including foul pumping station, earthworks (including creation of development plot plateaus), pedestrian and cycle infrastructure and strategic landscaping including drainage infrastructure at Land to the east of Tiffield Road and to the north west of the A43 Towcester, for IM Properties PLC.

 

David Smith, the applicant, addressed the Committee in support of the application.

 

Simon Tucker and Damien Holdstock were in attendance to answer questions from the Committee.

 

John Beasley, on behalf of Tiffield Parish Council, addressed the Committee in objection to the application.

 

Peter Howard, Local Resident, addressed the Committee in objection to the application.

 

In reaching its decision, the Committee considered the Officer’s report and presentation, the addresses of the public speakers, and the written update.

 

Resolved

 

(1)  That authority be delegated to the Assistant Director – Planning and Economy to grant permission for application S/2020/1644/EIA subject to:

 

1)    The following matters being submitted and considered acceptable:

 

·        The submission of a revised Sustainability Statement to address the outstanding matters

·        The submission of a revised landscaping scheme to address the outstanding matters.

·        The submission of a revised Lighting Statement to address the outstanding matters.

·        The submission of a revised Framework Travel Plan to address the outstanding matters.

·        An addendum to the Transport Assessment to model HGV movements associated with the proposed 70% use of the site area for B8 use.

·        The submission of additional plans and information to resolve Highway England’s outstanding issues with the design of the roundabout and the proximity of the layby and any further representations they may make in relation to construction traffic.

·        Further clarity regarding how 30% of the developable site area will be brought forward for B2 usage.

 

2)   The completion of a planning obligation under Section 106 of the Town and Country Planning Act 1990, as substituted by the Planning and Compensation Act 1991, to secure the following (and any amendments as deemed necessary) and to delegate authority to the Assistant Director – Planning and Economy to amend, add and delete the heads of terms and planning conditions as required and the final drafting of the planning conditions:

 

HEADS OF TERMS

 

1)    Implementation of the Framework Travel Plan and detailed Travel Plan.

2)    Enhanced Bus Service Plan and Financial Contribution to support it if necessary.

3)    £1000 per annuum for the funding of the Traven Plan for five years or for the time period of the build out, whichever is longer.

4)    Provision of a scheme for the site biodiversity off setting and implementation.

Minutes:

The Committee considered application S/2020/1890/FUL for the construction of a self-build dwelling at Land West of Whitfield Road, Radstone for Mr & Mrs A.M. and R.J. Herring.

 

Mr A.M. Herring, the applicant, addressed the Committee in support of the Application.

 

Mike Edwards, local resident, addressed the Committee in objection to the application.

 

It was proposed by Councillor Elaine Wiltshire and Seconded by Councillor Ken Pritchard that the application should be approved subject to enhancements to the landscaping scheme contained within condition 10 to allow for additional tree screening adjoining the church boundary, and subject further to the extension of the landscaping maintenance period detailed in condition 20 from 5 years to 15 years from the completion of the development. 

 

In reaching its decision, the Committee considered the Officer’s report and presentation, the addresses of the public speakers, and the written update.

 

Resolved

 

(1)  That authority be delegated to the Assistant Director – Planning and Economy to grant permission for application S/2020/1890/FUL subject to:

 

1)    The completion of a Unilateral Undertaking by the applicant under Section 106 of the Town and Country Planning Act 1990, as substituted by the Planning and Compensation Act 1991, to secure the following (and any amendments as deemed necessary):

 

a)     Compliance with the definition of self-build dwellings under Policy LH5 of the Part 2 Local Plan, namely the restriction of the first-occupier of the dwelling to an individual with a local connection and their ongoing involvement in the design and build process. NB. The Council has a standard template covering these matters.

 

2)    The following conditions (and any amendments to those conditions as deemed necessary):

          Time Limit

 

1.      The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
