The Chairman made the following announcements:

 

1.     Members of the public were permitted to film, broadcast and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.     Only those people who had registered, in line with the Committee’s speaking procedure, could address the Committee. Members of the public were requested not to call out during the Committee’s discussions on any item.

 

3.     There were no planned fire drills so if the alarm did sound, evacuation instructions would be given by officers.

 

4.     Could mobile phones please be switched off.

Ward Councillor David Harries BEM addressed the committee in objection to the application.

 

Simon Warner Agent to the applicant addressed the committee in support of the application.

 

It was proposed by Councillor Hollowell and seconded by Councillor Bignell that application S/2019/1912/FUL be refused contrary to officer recommendation on the grounds that it was contrary to the Joint Core Strategy and in an unsustainable location in the open countryside.

 

In reaching its decision the Committee considered the officer’s report and presentation, the written update and the address of the public speakers.

 

Resolved

 

(1)      That application S/2019/1912/FUL be refused for the following reasons:

 

The proposed development is not capable of conversion without the need to rebuild or significantly alter; would introduce incongruous features intruding into open countryside, including a long hard-surfaced access track, lighting, and electricity infrastructure. This would be detrimental to the rural character of the site and not enhance its immediate setting. Furthermore, the site lies outside the village confines; it is physically remote from the nearest settlement and from the highway; it is located in open countryside; it is not of a scale to support the retention of or improvement to essential local services; it is not a rural exceptions site; and it is not agreed by an adopted Neighbourhood Plan. The development is therefore not considered to be sustainable development and is contrary to “saved” South Northamptonshire Local Plan policies EV2 and EV16, “emerging” Policy LH4 of the Submitted Draft South Northamptonshire Local Plan Part 2, Policies R1 and S10 of the West Northamptonshire Joint Core Strategy; and paragraph 79 and 127 of the National Planning Policy Framework.
