Minutes:

The Chairman made the following announcements:

 

1.         The Chairman explained, that this was the first meeting South Northamptonshire Council was holding as a virtual meeting, following the introduction of the Regulations allowing for remote meetings in light of the Covid-19 restrictions, which meant it was not possible for council meetings to be held in the usual way at The Forum.

 

2.         The Chairman reminded Members of the remote meeting etiquette and asked all Members to ensure they complied with the protocol.

           

3.         The Chairman explained that in light of this being a virtual meeting the arrangements for public participation had been slightly amended to facilitate the process whilst still ensuring public participation was possible.  A pre-recorded address would be played, or a written statement would be read by the Chairman at the appropriate time in lieu of members of the public speaking in person during the meeting.

(1)       That application S/2019/2202/MAO be refused for the following reasons:

 

  1. The application site lies outside the adopted and emerging village confines for Paulerspury as drawn in both the adopted South Northamptonshire Local Plan 1997 and proposed through the Submission Draft of the South Northamptonshire Local Plan Part 2, and is therefore within open countryside. The adopted, and emerging, Development Plan for the area seeks to meet identified housing needs via an urban-focussed distribution of development which concentrates development primarily in the rural service centres of Brackley and Towcester, whilst limiting development in the remainder of the rural areas in order to promote sustainable growth, reduce the need to travel and to protect the intrinsic character of the countryside and rural area. A development of the scale proposed in the open countryside beyond the established confines of a Secondary Service Village (third category settlement) is in conflict with this strategy and in particular ‘saved’ policies H5, H6 and EV2 of the adopted South Northamptonshire Local Plan and policies SA, S1, S3, S10 and R1 of the adopted West Northamptonshire Joint Core Strategy 2014, as well as Policies SS1 and LH1 of the emerging South Northamptonshire Local Plan Part 2. The Council can demonstrate a 5-year supply of deliverable housing sites (with the appropriate buffer), such that the policies which are most important for determining any application on this site are not out-of-date and the presumption under Paragraph 11(d) of the NPPF does not apply. The Council can demonstrate that the strategic housing needs for the rural areas can be met without the need for additional sites outside the village confines of third category settlements. There are not considered to be material planning considerations sufficient to outweigh the provisions of the adopted and emerging Development Plan in this instance and permission should not be granted in accordance with Paragraph 12 of the NPPF.

 

  1. A development of the scale proposed will comprise a substantial new development in this rural settlement and an extension of built form out into open countryside to the south of the village. Councillor Roger Clarke addressed the Committee as local Ward Member for Blakesley and Cote. Councillor Clarke was speaking on behalf of Councillor Sandi Smallman, his fellow ward member who had called in the application, but personal circumstances meant she was unable to join the meeting.
