The Chairman made the following announcements:

 

1.     Members of the public were permitted to film, broadcast and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.     Only those people who had registered, in line with the Committee’s speaking procedure, could address the Committee. Members of the public were requested not to call out during the Committee’s discussions on any item.

 

3.     There were no planned fire drills so if the alarm did sound, evacuation instructions would be given by officers.

 

4.     Could mobile phones please be switched off.

The Committee considered application S/2017/2577/EIA an outline application for a residential development of up to 525 dwellings, open space, children's play area and associated infrastructure (Application accompanied by an Environmental Statement) at Land North of Newport Pagnell Road Hackleton for Martin Grant Homes Ltd and Harcourt Developments Limited.

 

Thomas Bowler, Chairman of Great Houghton Parish Council addressed the committee in objection to the application.

 

Rob Barber, Agent for the applicant addressed the committee in support of the application.

 

Councillor Hollowell proposed an amendment to the resolution, that South Northamptonshire Council write to Northamptonshire County Council to advise that a 7.5 ton weight limit and a 20mph speed limit be installed throughout Great Houghton. Councillor Johns seconded the proposal.

 

In reaching its decision the Committee considered the officer’s report and presentation, the written update and the address of the public speakers.

 

Resolved

 

(1)       That authority be delegated to the Assistant Director for Planning and Economy to grant permission for application S/2017/2577/EIA, subject to the conditions set out below (and any amendments to those conditions as deemed necessary):

 

TIME LIMITS AND GENERAL IMPLEMENTATION CONDITIONS

 

          Reserved Matters and Time Limit

1.      Application for approval of all the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission and the development hereby permitted shall be begun either before the expiration of five years from the date of this permission or before the expiration of two years from the date of approval of the last of the reserved matters to be approved whichever is the later.

         

          Reason: To comply with the provisions of Section 92 of the Town and Country Planning Act 1990, as amended by Section 51 of the Planning and Compulsory Purchase Act 2004, and Article 5(1) of the Town and Country Planning (General Development Procedure) Order 2015 (as amended).

 

2.      Details of the layout, scale, appearance and landscaping (hereafter referred to as 'the reserved matters') shall be submitted to and approved in writing by the Local Planning Authority before any development takes place and the development shall be carried out as approved.

The Committee considered application S/2017/2585/NA, a neighbouring authority consultation for an outline planning application with all matters reserved except access for up to 525 dwellings, open space, children's play areas and associated infrastructure (Cross boundary planning application) at Land North of Newport Pagnell Road Northampton.

 

South Northamptonshire Council was a consultee on the application, which would be determined by Northampton Borough Council.

·         South Northamptonshire Council and Northampton Borough Council should continue to work together to create a single combined s106 agreement to cover the whole site.

The Committee considered application S/2019/1369/MAO, a Hybrid planning application to include: (i) Full planning application for the extension of the existing employment units, 1 and 2 and subdivision of Unit 1, into 2 units, to create an additional  1,875 SQ.M, of Class Use  B1(c ), B2 or B8 use, with ancillary B1 (a) office use, and associated infrastructure; (ii) together with outline planning application of  4,700 SQ.M of Class Use  B1 (c), B2 or B8, with ancillary B1 (a) office use, all matters reserved, save for access; (iii) access for both the full and outline planning application will be from the road forming the fourth arm of the roundabout, between Upper Heyford and the M1, on land at Hill Farm, Upper Heyford at Hill Farm Upper Heyford NN7 3NB for Mark Bernard North and  Elaine Young.

CONDITION RELATING TO THE HYBRID APPLICATION

 

1.      (a) The development hereby granted full planning permission (hereafter referred to as the ‘Full Development’) is for zone1 hatched in blue on drawing number 17100-06.D and comprises of the extensions to units 1 and 2 along with associated parking, turning area and load / unloading areas.

         

          (b) The development hereby granted outline planning permission (hereafter referred to as the ‘Outline Development’ is for zone 2 hatched in green on drawing number 17100-06.D and comprises of the industrial building(s) to a maximum floor space of 4,770sqm and associated service and parking area.

 

      For the purposes of this condition all floor areas are gross internal floor area and all Use Classes are as defined in the Town and Country Planning (Use Classes) Order 1987 (as amended) or in any provision equivalent to that Class in any statutory instrument revoking, amending or re-enacting that Order. Gross internal floor area excludes external plant buildings, canopies and external covered areas.

 

Reason: For clarification and the avoidance of doubt. The application was submitted and considered on this basis, as were all significant environmental effects.

 

CONDITIONS RELATING TO THE FULL APPLICATION

 

          Time Limit

2.         The Full Development hereby permitted shall be begun before the expiration of three years from the date of this permission.
