The Chairman made the following announcements:

 

1.    Members of the public were permitted to film, broadcast and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.    Only those people who had registered, in line with the Committee’s speaking procedure, could address the Committee. Members of the public were requested not to call out during the Committee’s discussions on any item.

 

3.    There were no planned fire drills so if the alarm did sound, evacuation instructions would be given by officers. 

 

4.    Could mobile phones please be switched off.

The Committee considered application S/2018/2803/MAR for the approval of reserved matters for 65 dwellings (Pursuant to outline planning permission S/2016/0331/MAO) at Land South West of Field View Brackley for Lagan Homes.

 

In the course of considering the application it was proposed by Councillor Wiltshire and seconded by Councillor Breeze that a gate be located on the public footpath at the point where the path exits the application site.  This was supported by Committee.

 

In reaching its decision the committee considered the officer’s report and presentation and the written update.

Schedule of Materials

2.    Notwithstanding the approved plans and documents a schedule of materials and finishes to be used in the external walls and roof(s) of the shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of any dwelling above finished floor level. The application fails to demonstrate that the proposed development access, as a result of its proposed increased intensification, is safe and fit for purpose, contrary to the requirements of Policy G3 [D and F] of the South Northamptonshire Local Plan and paragraphs 109 and 110 of the National Planning Policy Framework. In particular, the unsuitability of the sub-standard lane and the absence of a continuous footway from School Lane to High Street, service strips, pedestrian visibility, turning head, street lighting, drainage and the requirement for a retaining wall, would be detrimental to the local highway network and the safety of users of the highway.
