Report of Assistant Director: Customers and Corporate Services

 

Purpose of report

 

To seek approval  of guidelines on Members’ use of social media.

 

Recommendations

 

The meeting is recommended:

 

 1.1         To approve the guidelines on Members’ use of social media as set out at Appendix 1.

 

1.2          To ask the Monitoring Officer to publish and circulate the guidelines on Members’ use of social media to all Members of the Council.

Minutes:

The Assistant Director: Customers and Corporate Services submitted a report which sought approval of guidelines on Members’ use of social media.

 

Resolved

 

(1)          That the guidelines on Members’ use of social media (Annex to the Minutes as set out in the Minute Book) be approved.

 

(2)          That the Monitoring Officer be asked to publish and circulate the guidelines on Members’ use of social media to all Members of the Council.

 

Reasons

 

The use of social media can pose risks to Members’ and the Council’s reputations if it is not used in the right way. Social media can also put confidential information at risk and jeopardise compliance with legal obligations.

 

This Guidance is recommended for approval to protect both Members and the Council from reputational damage, to help minimise the risks to both using social media and to help minimise the risk of Members being the subject of code of conduct complaints.

 

Alternative Options

 

Option 1: To not approvethe guidelines on Members’ use of social media as set out at Appendix 1.

Report of Assistant Director Environment and Regulatory Services

 

Purpose of Report

 

The annual Air Quality Status Report (AQSR) for 2019 and a revised version of the Air Quality Action Plan (AQAP) (appendices 1 and 2) are presented to Cabinet to agree to consultation of the AQAP prior to its submission to Council.

 

Recommendations:

 

The meeting is recommended to:

 

1.1       Note the Air Quality Status Report.

 

1.2      Agree that the Air Quality Action Plan is consulted upon, as outlined in this report, prior to consideration by Full Council        

 

1.3      To agree to delegate drafting of the final Air Quality Action Plan, following consultation and prior to approval by Full Council, to the Assistant Director Environment and Regulatory Services, in consultation with the Portfolio Holder for Environment.

Minutes:

The Assistant Director Environment and Regulatory Services submitted a report on Air Quality Monitoring.

 

The annual Air Quality Status Report (AQSR) for 2019 and a revised version of the Air Quality Action Plan (AQAP) were presented to Cabinet to agree to consultation on the AQAP prior to its submission to Council.

 

Cabinet thanked the Environmental Health team for a very comprehensive report.

Reasons

 

The Environment Act 1995 requires every local authority from time to time to carry out a review of air quality.  The review includes an assessment of whether air quality standards and objectives are being achieved or are likely to be achieved within a relevant period.

 

Alternative Options

 

Option 1: Do not publish an AQSR for 2019; rejected as is important to share air quality monitoring results to support improvement actions.

 

Option 2: Do not revise the AQAP; rejected because the current Plan is out of date and it will be helpful to the new council to have a more relevant Plan.
