Minutes:

The Chairman welcomed Councillors, officers,  members of the public and the press to the remote meeting of Full Council.

 

The Chairman introduced the Vice-Chairman, Councillor Rosie Herring and advised that should he have any technical issues and drop out of the meeting, Councillor Herring would take the Chair until he was reconnected.

7. Motions: Motion 1 - West Northamptonshire Unitary Council Tax Reduction

Scheme 2021/22 Consultation

 

Councillor Ian McCord, Non Statutory Disclosable Interest, in relation to the Council Tax Reduction Scheme motion as a member of West Northamptonshire Executive Committee that would consider the Council Tax Reduction Scheme 2021/2022 and would leave the meeting for the duration of the motion.

To confirm the Minutes of the Annual Council meeting held on 16 September 2020.

Minutes:

The Chairman advised that there was an error at Minute 9, Chairman’s Address, of the 16 September 2020 minutes whereby his consorts name had been incorrectly spelt and had been corrected on the version for signature.

 

Subject to the spelling correction of the Chairman’s consort under Minute 9, the minutes of the meeting of Council held on 16 September 2020 were agreed as a correct record and signed by the Chairman.

The Chairman reminded Members of the remote meeting etiquette and protocol.

 

Former SNC Councillor Blake Stimpson

On behalf of Council, the Chairman congratulated former District Councillor Blake Stimpson who was awarded the BEM (British Empire Medal) for “services to the community of Brackley, Northamptonshire” in the Queen’s Birthday Honours list, which was announced in October.

 

Former District Councillor Stimpson served on South Northamptonshire Council from 1987 until 2015. He was Chairman of the Council in 1998/99.

 

Having moved to Brackley in 1973, Mr Stimpson joined Brackley Town Council in 1973 and was still a serving Town Councillor.

 

During his time in Brackley, Mr Stimpson had also been involved with various clubs and organisations, including the Banbury / Brackley Citizens Advice Bureau, Brackley Rotary Club and Brackley Music School.

 

Council joined the Chairman is congratulating Mr Stimpson on this well-deserved award.  

 

All Member Briefing

A reminder that the Chief Executive and Senior Management were hosting an All Member Briefing at 6pm on Monday 23 November for which a Zoom link had been sent. All Members were encouraged to attend what will be an informative and useful update.

Resolved

 

(1)           That the following motion, as amended, be adopted:

 

That South Northamptonshire Council to formally respond to Council Tax Reduction Scheme 2021/2022 consultation as follows: South Northamptonshire Council has an enviable reputation in maintaining high levels of financial support for our most vulnerable residents and will continue to actively pursue all practical means to minimise any increase in financial liabilities as a result of future changes to the CTRS made by West Northamptonshire Shadow Council.

 

(2)           That the motion of the US Elections not be considered and the meeting move immediately to the next item of business.

 

Minutes:

The Chairman advised Council that two motions had been submitted which were published as supplements to the agenda. The motions would be dealt with in the order submitted.

 

West Northamptonshire Unitary Council Tax Reduction Scheme 2021/22

Consultation

 

It was proposed by Councillor Lofts and seconded by Councillor Johns that the following motion be adopted:

 

“Despite Government and local MPs selling the reorganisation of Councils in Northamptonshire as a way of reducing costs it is becoming more and more evident that the West Northamptonshire Unitary Council’s first budget will impose financial hardship on residents across South Northamptonshire. Not only will they face increased council tax demands it now looks likely that the most vulnerable will be hit by an unprecedented reduction in financial support to pay these increased bills.

The current consultation on the Council Tax Reduction Scheme will see many of our struggling families having to find an extra several hundred pounds a year to pay for exactly the same services they receive at present.

Council is asked, therefore, to formally respond to the consultation as follows:

South Northamptonshire Council is disappointed that our most vulnerable families will be disproportionately penalised by the proposed changes to the Council Tax Reduction Scheme for 2021/22. The Council asks the West Northamptonshire Shadow Council to revise the scheme so that no resident in South Northamptonshire sees a reduction in the support provided in 2021/22 greater than the current Consumer Prices Index (including Housing Costs) inflation figure of 0.7%.”

 

The motion having been proposed and seconded was debated as submitted and on being put to the vote was lost and therefore fell.

 

US Presidential Election

 

It was proposed by Councillor Johns and seconded by Councillor Dallyn that the following motion be adopted:

 

“South Northamptonshire has particularly strong links with the American people, due to their presence at RAF Croughton.

 

Council congratulates Joe Biden and Kamala Harris on their election victory.”

 

A procedural motion was proposed by Councillor McCord and duly seconded, that the meeting move to the next item of business.

 

Having been proposed and seconded, the procedural motion to proceed to the next item of business was vote on and carried. There was therefore no further debate or discussion and no vote on the motion about the US Presidential Election.

 

 

 

 

27.

Announcements by the Leader of the Council and the Chief Executive

To receive communications from the Leader of the Council and the Chief Executive

Minutes:

The Leader of the Council, Councillor McCord, made the following announcements:

1.    The Moat Lane regeneration project in Towcester had been highly commended at this year’s Royal Town Planning Institute (RTPI) East Midlands Awards for Planning Excellence. The Leader commended all officers who had been involved in the project and commented that the project was an excellent example of how planning could have a positive effect on the community and environment. It was positive that regeneration was getting national recognition.

 

The Chief Executive made the following announcements:

1.    Members were reminded that there was an All Member briefing scheduled for Monday 23 November.

2.    The long stay car park in Towcester would be used an a covid-19 mobile testing site from 30 November 2020 to 13 December 2020.

3.    Options were being considered regarding Christmas festivities and an update would be provided in due course.

Purpose of report

 

To propose amendments to Part 10 of the Council’s Constitution – Officer Scheme of Delegation following two executive directors taking up roles at West Northamptonshire Council.

1.1      To note the Chief Executive’s re-allocation of delegated powers.

 

1.2      To approve the sections of Part 10 of the Constitution - Responsibility for Functions (Officer Scheme of Delegation) as set out at Appendix 2.
